If the Assistant Secretary for Policy determines that the contractor has exceeded the requirements for Federal-Aid monies for these classes of contractors, State financial aid may be withheld from the contractor and the contract terminated.” © Conveyance.--The Secretary shall convey to the Alaska Transportation System Railroad Company and its successors, as trustee for the Fund established pursuant to section 1702(c)(3) of the Alaska National Interest Lands Conservation Act (16 U.S.C. 479a(c)(3)), all right, title, and interest of the United States in and to the property, including easements and rights- of-way, described in subsection (a) that includes-- (1) the railroad spur at the south end of the property; (2) all right, title, and interest of the United States in and to the land and improvements thereon; and (3) all right, title, and interest of the United States in and to those parcels in the southwest section of the parcel and in the northern half of the parcel in the form of easements and rights-of- way. (d) Diversionary Interest.--On the closing of the sale of the property to the North Slope Borough pursuant to section 1705(b) of the Alaska National Interest Lands Conservation Act (16 U.S.C. 479a)(b), the United States shall have the right-- (1) to continue to use the property described in subsection (a) until all rights under subsection (a) lapse as provided of this subsection; and (2) to sell that property to the North Slope Borough pursuant to section 1705(b) of the Alaska National Interest Lands Conservation Act (16 U.S.C. 479a(b)).
